Appointment of Halifax’s New Lieutenant-Governor

One noteworthy event has occurred in Canada, Halifax Mayor Mike Savage has been appointed the new lieutenant-governor of Nova Scotia. Prime Minister Justin Trudeau announced the appointment, calling Savage a champion for social inclusion, disability rights, economic growth and climate change action. For 12 years, Savage has been mayor of the Halifax Regional Municipality, and in February he announced he would not be running for another term in the municipal election taking place this month. Before his time in municipal politics, Savage was a Liberal member of Parliament representing Dartmouth and Cole Harbour for seven years. Savage will replace Lt.-Gov. Arthur LeBlanc, the former Supreme Court of Nova Scotia justice who became lieutenant-governor in 2017.

Chad’s High-Ranking Security Reshuffles

Shifting our focus to Chad, Chadian President Mahamat Idriss Deby Itno has removed several high-ranking defence and security officials from their posts, days after dismissing the security minister. A presidential decree declared that the director generals of both the police and military police, the chiefs of general staff of the armed forces as well as the commanders of the national nomadic guard had all been “called to other functions”. It follows Saturday’s announcement on state television that Security Minister Mahamat Charfadine Margui had been replaced by a general, Ali Ahmat Akhabache. The reshuffles come against the backdrop of a deteriorating political and security climate in the central African country.

Resignation of Isle of Man Health Minister

In Isle of Man, Lawrie Hooper has resigned from his post as Health and Social Care Minister. the Ramsey MHK made the announcement (15 October) in the first Tynwald session after the summer recess. He’s been in charge of the DHSC for the majority of the Cannan administration – barring a two-month interlude which saw Onchan MHK Rob Callister take on the role. Mr Callister was in the job between September and November 2022 – whilst Mr Hooper moved to head up the Department for Enterprise.

OCC Enforcement Actions in the United States

In the realm of regulatory affairs, in Unites States, the Office of the Comptroller of the Currency (OCC) released enforcement actions taken against national banks and federal savings associations (banks), and individuals currently and formerly affiliated with banks the OCC supervises. The OCC uses enforcement actions against banks to require the board of directors and management to take timely actions to correct the deficient practices or violations identified.

Sentencing of Former Mexican Security Chief

Shifting our attention to Mexico, the man once heralded as the architect of Mexico’s war on drug cartels was sentenced to more than 38 years in a U.S. prison for taking massive bribes to aid drug traffickers. Genaro García Luna, Mexico’s former secretary of public security, was convicted by a New York jury in 2023 of taking millions of dollars in bribes to protect the violent Sinaloa cartel that he was supposedly combating. He is the highest-level Mexican government official to be convicted in the United States. At his sentencing hearing before a federal judge in Brooklyn on Wednesday, García Luna continued to maintain his innocence and said the case against him was based on false information from criminals and the Mexican government.
